I think the tuba player meant to just stop the kid from running through the formation, but miscalculated the angle that he stuck his leg out and caused the kid to trip rather than just force him to stop running.

Arnold Schwarzenegger says, "It is not a tuuuba!"

It's a fairly big no-no to break ranks of any formation -- this in particular looked like a miltary marching band. I know when I was in Drum & Bugle Corps we nearly came to blows on more than one occasion for people doing this.
